Finished assignment (Feb 2011 - Apr 2012) as an International Police Advisor in Afghanistan; was assigned to the Training and Mentoring of the Afghan National Police. For the US Dept. of State, assisted in leading Training and Curriculum development for the ANP/MOI. Under the Dept. of Defense served as a link (liaison) between Spanish, U.S. and ISAF forces; as a Spanish/English linguist, helped identify and direct coalition policies in order to accomplish mutual goals; and, became an integral part of the Police Operations Liaison Mentor Teams (POMLT) lead by the "Guardia Civil" from Spain.
LTC Escobar, graduated from Baruch (CUNY) with a Masters in Public Administration and currently serves with the Puerto Rico Police Department in the Office of Firearms Training at the PR Police Academy; and, was Chief Mil Spt & Tng Oper (G3) for the Puerto Rico State Guard.
During his tenure in Law Enforcement / Public Service, Mr. Escobar served as Commissioner for the Vega Alta Municipal Police. He was Preparedness Director for the Puerto Rico State Emergency Management Agency where he was responsible for the State’s EOC (Emergency Operation Center) management.
In the Private Sector, Mr. Escobar served as Confidential Security Advisor, Personal Trainer, Close-Quarter Battle Instructor, and Expert Witness (Use of Force). He is a highly-recognized Law Enforcement / Police Firearms Instructor, who is Certified by the Federal Law Enforcement Traini
ng Center (FLETC), the Puerto Rico Police Academy, the Smith & Wesson Academy, and the National Rifle Association of America.
A graduate of Tulane University of New Orleans, Louisiana. He is also an alumnus of the U.S. Department of Homeland Security’s National Emergency Training Center, where he completed all course activities and requirements of the Master Trainer Program, He graduated from the Puerto Rico Police Academy as #1 in his class.
